My Lord,
Referring to paragraph 5 of the
Circular Despatch of 20th. March last, I have the honour to
forward for Your Lordship's approval draft financial
instructions based on the Finance Regulations in Chapter
V of the Colonial Regulations, which it is proposed to
adopt in this Colony, together with a Memorandum explana-
-tory of alterations and a copy of the original regulations
with changes and omissions inscribed in manuscript.
